Ok, i was fighting a jade moon runner in international and i got her off balance (which is the state the target needs to be when using it) but it still wouldn't let me use it? i don't know if this is a bug or its just messed up...

What happened when you clicked on it? Did you get any visual feedback in your hotbar?
Yes, it said target must be off-balance but he/she was!
States dont last very long so you have to be quick to get it queued. If you take too long and the state wears off your opponent the attack fails. I cant remember having any trouble using it although I mostly use abilities that cause dazed.
Sorry, my bad the state has to be Dazed not off balance
