Escape and Evasion gives wrong speed buff

This ability in the Sniper tree is currently adding the wrong kind of speed buff.
As it is right now, it adds 25% to Movement speed, not to Sneak Movement Speed. So when you enable this ability, you enter Sneak Mode and you also gets 25% to regular movement speed. A buff that is not applied to you since you are sneaking.
...and that's about it.

Escape and evasion is for use AFTER you use your sniper shot.
So by that time, you should be out of stealth anyway.
It's basically what you'd use if your cover is broken (especially prematurely) and you need to get away.

Escape and evasion, when enabled it gives you a stealth and a speed boost, and when it is enabled, you are stealthed. The speed it is giving is designed to speed up someone not stealthed, and the buff is only enabled when it is active, ie when you are stealthed.

It is still designed so that you are stealthed when it is enabled. I know it is made to be used when getting away, since it makes you to sneak, not to be concealed.
