Actually I had brought this up in another thread
http://mxoboards.station.sony.com/matrix/board/message?board.id=CR20Abil&message.id=724
Still waiting for an answer, and you forgot the Abilities that are no
longer being used at all in the Matrix. Hopefully we can get an
answer from a Dev on this.
Devs, could we get confirmation on how this "refund" is being done?
I'm in the camp where I'd like to see all levellable abilities returned to level 1, with the info cost refunded. I do, however, want to keep all of my abilities so I can just re-level them if I choose to (barring, of course, any abilities that don't exist any more).
I really don't think there's anyone out there who wants to have to hunt red frags all over again.. heck, even if we got all of our used red frags back in their uncoded form, it would still be a major pain to have to code all of those abilities again.

I found this that I had put in my thread on this topic already
http://mxoboards.station.sony.com/matrix/board/message?board.id=CR20Abil&message.id=724
Pretty much it states that ALL Abilities will be refunded ie you
have to buy them again or in the case of them being not buyable
you have to hunt up the red frags and code bits again so that
you can make them. This is a big problem because it says
that your first hunting for red frags was a big waste of your time
and for those people that are not coders you now need to find
someone to code the non buyable abilities for you all over again.
"Designer Journal 03 – Part Two- 01/05/2006
"Ability Codes Post CR2.0
Surprisingly, I haven’t seen anyone asking about Abilities and
Ability Codes. The decisions regarding Abilities were more
difficult than those about items. Simply put, we are refunding the
Information values of all the Abilities on your characters and the
cost of leveling them (if they are levelable).
I understand this is not an ideal choice for everyone, but it is the
most logical and feasible. All Abilities with any combat value have
been touched, so the odds are that a few players may no longer
want a particular Ability for one reason or another. Refunding
Information gives everyone a clean slate to make new choices."
works for me, i think most people code or at least are able to get a pal to code for them, and red frags really aren't that tuff to farm... although if you don't have any abilities to farm with lol
as the op says, get yer frags now

Looks like a fairly old post there.
Here's how it's going to work:
We are not automatically taking away anything. In some cases, abilities have been converted into new abilities and if you had the old one, you'll automatically have the new one (such as with Avoidance, which has now become Overclock).
In the case of abilities that simply don't exist any more, I'm not sure exactly what form the refund will take.
uh fairly old? from january, and frankly the last we heard about it. it would be nice if you guys read your own design journals and kept us updated about things as big as having our entire ability databases refunded.
/frownyface

As someone who doesn't own every tree atm, there is the additional problem associated with the redistribution of abilities. I now have specific abilities buried way down in tree's I a haven't even begun, while its possible I will own the lot in the fullness of time it is by no means a priority and I would much rather trade them for abilities in the tree's I do plan to use...might this be possible at any stage.
Likewise with so many abilities now uncapped and requiring levelling to 50 (in some cases where they didnt level at all before) there is a significant $i cost involved, any plans to assist with this burden? (hopefully not by more missions)
I'm sorry, you want us to... what? Read our own journals? I don't understand

No one had done that yet HCFrog, that was why i had started a thread before this one

I guess it just seems like January was a really long time ago, and I thought for sure someone had come and made a statement about it since then. Sorry.

lol, YA read yer design journals (that's what they were called there on dn1 for a while) and nope, i never did see anyone post anything new about it. i tried asking twice in the ask a dev thread around page 125 or so (i do display 50 msg per page) but i never saw a response (no biggie there, i know it's gotta be rough tryin to answer everything; and i'm glad you try at all!)
anyway... i think i was just peeved since i've spent the last couple of months farming frags in anticipation of this. /shrug. i can just sell em

wow great job. now im f'ed in the butt cause i dont have 50 million info to spend on leveling the important skills up. Great! did they not realize they nerfed ALL THE COMBAT ABILITIES THAT MEAN ANYTHING! No longer can karate be 30 and have karate grandmaster. now you have to have karate to 50 for the bonuses, and all the other crap to 50 also.
Did it also ever occur to you that some of us dont have two hundred hours to spend farming for info so we never did level the base abilities that only gave 20 points of damage, but now give us all of our bonuses? I guess not, becuase you wont give us any money.

Sorry, that's not good enough. My apologies if I'm repeating myself here, but.....

... your griping is worse than mine, and that's saying something!
they are increasing the drop rate of red frags, they are buying back abilities at level cost, (i've sent a pm to rare begging for an $info boost week or something)
frankly, you are not going to be able to play multiple trees (as well as old system anyway) so preen your trees down to either ma, hack, thrown, or ballistic. yes it sucks that we all can't be hacking gunslinging kungfu experts who know how to code, but what can you do? quit if you don't wanna play anymore! lol
choose a tree, set your attributes, sell your others. or keep two and have a att hack in inventory at all times. /shrug. frankly i think it's ok. vector was pretty interesting last night. mara c was pvp central as usual, but elsewhere people were discussing builds, still doing some testing, helping code, hell motohax was a mobile concert shirt vendor lmao!
what i did notice was a variety of builds. some have their assassin builds, some running ma hybrids, some still hack etc. i think it will be a more diverse community with less devfields (sweet) and more face to face fighting.

LOL true.

Bethlehem we need to have the tools to test which is best for us in the first place before we start chopping down trees. I don't wan't to commit to "I'm never gonna be a haxor the rest of my life" before I even start the process. I mean, we still get an RSI hack. Removing choice in any situation is always bad and choice is the best thing about MxO. And do you wanna miss events cause you're too busy out farming (refer to above quote....lol)
Fortunately, my faction has enough saved for a rainy day to get our group through this hump. But it's the principle of the matter.
I'd say a million per character per server would be per...fect.
