That is part of their new contract. This was negotiated with the "EVADE" and shoot at you ability, the "out of range spam" virus and the "Disappearing Logic Barrage" maneuver.

NPCs walking out of mission areas is a known issue.
NPCs using Melee Free Fire attacks? well that is a new one on me but it might be possible under certain circumstances but wouldn't bet on it. /shrug
Yeah, there are certainly some ghosts in the system. In one way these bugs are amusing, but in another they can get quite scary.
