Warriors,

Liaison officer Merrit has been assisting operatives in tracking down a Cypherite spy within our organization, with the further aid of a mysterious Exile informant. The informant, having finally managed to obtain some usable data on the spy, entrusted the data--but not a knowledge of its contents--to a high-speed courier, and then tipped our operatives off to the courier's route. The operatives successfully intercepted the courier and retrieved the data.

As it happened, this particular very expensive courier, whom we have encountered before, also carried a packet from Anome, which he had been unable to deliver, or to return to the sender. Knowing that Anome worked--or used to work--for Zion, the messenger was more than happy to collect his delivery fee from our operatives, and hand Anome's packet to officer Merrit.

However, the Cypherite leader, Veil, apparently tipped off to the interception by her spy, attempted to retrieve the courier's data from Merrit as she made her way to the hardline nearby. Fortunately, Merrit escaped from the alleyway ambush, and was able to upload the data safely. The alleyway battle continued regardless, with Veil pulling another of her infamous disappearing acts as a large wave of Cypherite reinforcements appeared.

Once uploaded and examined, the disk in the packet was found to contain highly encrypted data:

The data appears similar in structure to other data recovered previously.

You are very lucky I was unable to be there. that is my only comment for now.

As hard as I try I can't figure the code out, this one or the last one.  However, I have discovered that we can partially decode it if we add any 7 letters of the alphabet to the beginning of the code.  Previously, it was believed that only the word "unlimit" could partially decode it.  However, now I know that any 7 letters acts the same way.

Perhaps if we put our heads together we can figure this out.

So this is why Festaneve was following Merrit today. Hmm! Very well, continue.

Hm... That messenger certainly is a fast one. But even the truly alacritous must rest in due time...

Wish i wasn't in combat gear, i prefer to be fashionable when being photgraphed. Although i'd settle if i could have gotten one with me in interlock with the pale skinned woman.

The first code I was prepared to accept as gibberish, but now it's a
pattern.  We're obviously not decoding it properly.  I'll
work on both samples, see what I can do.

Ok, this is what i've found.

Which leads to "Niobe", "already" and "Ueno" and theres some more in there that if you move around the letters so that you get something that actually makes sense.  However, it's too confusing for me to get, which is why I'm trying to find the way to manipulate the code to produce it the way it's supposed to.

I'm sure that was really hard to understand, so maybe I'll explain better in the morning if needed.

((ya actully I was fooling around with it and delted like one 0 and that came out when decodeing it. >.< but its better then what comes out if you just do a "copy/paste into a binary decoder" which is

Seems like this is suiting:

Caspue: Get your butt in here, now! Niobe's already assembling people for a meeting in Ueno, and I'm sure she's gonna open it, finally. We gotta be ready for it. - Anome

Though I am unsure of "Caspue".

edit: "here" could also be something else, but I'm unsure of what, since I dont really know all the uses of all words... the original text I got there was "ge`r", so I dont know... gear?

Looks just right except for the "here".   Also looks like Anome's been planning all this far too long after all. Zion's finally getting more encrypted messages and getting them decrypted. Great job!
