So when two people try to interlock the same target at the same time who gets to enter interlock,and how does the evade shield relate to this, ie:does the attacker who broke the shield get the interlock or what?

It could be whoever has more Force Combat, enters IL with that target. Thats what would make sence to me, however I am unsure about the whole thing. So if anyone else has ideas that would great to hear as well.
Here's a better question, why is that jumping around prevents you from being interlocked, it took me 5 minutes to IL one guy cause he would just keep jumpin around
Yea thats a problem. If you jump you should still be sucked into IL as well as being able to be hit by guns.
