Currently the hotspot for successfully drag and drop icons onto the hot bar is a bit small. This is a known issue. you can right click an icon on you Action panel and select the "Add item to Hotbar"

With the new combat system it is possible to not see your ability's related animation. If the exchange is a Hit/Hit but your opponent wins the initiative your opponents animation for interlock is played even though you will still deal damage.
However if during a round you Hit and your opponent misses and your animation doesn't play this would be a bug to report. (If this occurs please enter as many details into the report as possible)

change your upper or lower hot bar to another row. Currently when you log in both hot bars are set to row 1 and anything you put on row 1 on the upper hot bar will show up on the lower hot bar if it is also set to row 1.

Earlier in this thread I believe the second hot bar access was explained... hrmm I think the 11th post in the thread... :smileywink:
