Quite simple really ... you shouldn't be able to hyperjump while in combat state. This will remove one heck of a lot of grief from PvP. Of course people can still run away but they won't be able to go for that instant get-out-of-near-death-situation-free card when they're fighting players. PvE won't be affected overly much because, to be frank, any player can outrun an NPC. That's why Hypersprint exists.
It makes sese to me. When you're jumping you have to concentrate on warping the fabric of the matrix. Surely you can't do that while being shot at the same time?
