Honestly?
i think no more levels...grinding or taking your time to get to 50 is enough...
taking it nice and easy at a steady pace, where you do everything you can at each level it takes a good 4-5months, and this is for an average player who dont play all the time....
however, new areas, trees, weapons, clothing, gangs, archives are the key to get content....
otherwise we get to a point where new players are just gonna quit as its gonna take them a year to even get close to the old time players
