I like your idea here. This could add some middle level content and add aspects of The Matrix we all know and love.
However, I believe the problem here is choice, j/k, without going into an elaborate discussion about the mechanics and philosophy of The Matrix, I believe the Oracle was designed to study the "anomaly" which, of course, is the one. I believe the reason she isn't around much is because of the truce.
This is not to say your idea cannot be implemented, she can obviously be made to "serve" another function. Perhaps instead of middle level content she can be a key personality in the "helping redpills adjust" or helping new characters adjust.
What if instead of Tyndall as your first major contact you had the Oracle? She would send you to these beginning missions to acclimate you to your new existence. This could be an answer to the problem that everyone is predestined (or at least guided) to be Zion.
Maybe at the end of your first missions she states something like, "Now you have seen what The Matrix is about you must decide where your loyalties are..." and from there you can decide which contact missions to continue with; merv, machine, zion or the new orgs..
