Some what of an intersisting idea however I forsee problems with it. One like you said it could go against you and that would affect you getting critical mission. Instead of giving you a possiblity of getting negative rep for your org just have it give you reg rep for your org. But like you said have the unknown person be calling you instead of you calling the person. I like the idea if only it would be a very signifcan't preson like say niobie from the zionest and and such. or even morpheus or even the merv hiumself.
