I do not know exactly how you plan to so called "Ref" the matrix. To keep track of everything going on inside of the matrix itself and intervine when one orginization steps out of line is mearly unprobable. I must say that this is not a way to bring balance to the matrix. Stepping in between two orginizations conflicts will only cause more conflict for them and for yourselfs. ive been apart of similar situations myself....
