I'm with Gami and Dare on this one. Any 'laws' written down for RP'ing should be guidelines, not rules. Who are we to dictate how others should behave? We aren't even a unified RP'ing community, as far as I can tell. The RPvP guidelines can be used a nice basis for factions (or other interested parties) to set out the rules for their individual encounters.
If all parties in an event agree on a set of rules, then yes: anyone breaking those rules should be reprimanded by their faction leader or other superior - or if they're not part of a faction, should be complained at by the other, respectful parties.
Even in situations where nothing has been agreed to beforehand (like in the situation described by the OP), there are no rules, only guidelines. If players behave stupidly and obviously unaccectably in an unscripted/unplanned encounter, then people will naturally stop RP'ing with them (as if they behaved stupidly in a scripted/planned event). This does not include what load-outs they have, because that's not nearly serious enough an 'offence' over which to be persecuted.
