Technically, you can mission anywhere in the Megacity, regardless of level. If you get all the access keys to the neighborhoods in Westview, International and downtown, you can hack all the nodes in each neighborhood and be free of lvl255 Agents tracking you and attacking you. To avoid gangs, I recommend staying in the streets. To get to the other districts and neighborhoods, use the subway. When you get where you want to go, hunt for exits. By that I mean hardlines.
