disruption field drops all yr stats by 5 points for 3 minutes, powerless keeps u from using operative special abilities. if u look at the description on the abilities when u click them or mouse over in yr ability tree it will tell u wot they do. powerless is better.
disrupt field is better, it drops their defense by a significant amount. powerless/confused means, the player/npc cant use any specials. this is pretty good but hell, they can still attack you. but if you debuff their defense, it means its easier for YOU to hit THEM which is the whole point. the only thing that really matters is who dies first. cuz if you die first, well, you lose, right? =D
in cr2 you need to have very good offense, or defense.. at least one of the two.
my farming loadout uses disrupt field all the time and it works out great.

Disruption Field lowers viral defenses giving hacks a better chance to hit. Zone of Powerless makes it where your opponent(s) are unable to use specials.

It's my experience that both are good to have. Either way, you'll load both if you use Despoiler, but, I think both are good to have. Disruption field doesn't last nearly as long, but due to the defense decrease, is better to use than Zone of Powerlessness. However, Zone Of Powerlessness is going to be a lot more effective if you're fighting a group of people that have a trauma surgeon. That will nuke everyone in the area, and it lasts for about 10 seconds. So both are good to have, but to answer the question, "Which is Better" is a little bit difficult to answer, because in all reality, it really depends on the situation.
