Or does it even matter? I was thinking about creating a new character and wanted to try out hacker. Does it matter between the starting character types when you create your character? I was thinking maybe Troubled Intelectual or something else that gives +3 to Belief.

Yes you should choose a personality that gives +3 to reason for a hacker so you can either be an Inquisitive Genius or a Troubled Intellectual.
