I am currently L44 MA and am considering team patcher.
Whats the best loadout to help in missions and in PVP?
Any alternate suggestions?

Well, Force Multiplier doesn't get its CT buff until level 50, so
probably going Corpsman for its CT buffs and going with Upgrade Master
for the buffs or Physician if your group needs the heals.
In PvP, Team Patcher isn't great until 50 with Force Mutli with either
Trauma Surgeon or CT-overload (CT buffs from Corpsman and Guardian
Patcher), so you may want to go with Upgrade Master/Physician instead
until then.
