Where is Hyper Dodge?

I've searched these and other forums and I can't find out which vendor
is selling Hyper Dodge.  Any and all help would be most

Just out of curiosity... does anyone know why Hyper-Dodge only adds to your  Dodge Ranged, but Kung-Fu get's the cool Agent-Dodge animation?

id say that the agent thing only would look good if u r using kung fu and it would look bad with akido and karate
