Every gang has a boss. The problem (at least in the Slums) is that the boss for the Five Points gang (supposedly named "Party Boy Floyd" ) seems to be missing. I've seen the bosses for all the other Slums gangs.
I've been wondering if he's supposed to be in southern Apollyon, and that maybe the Furies currently located there are a glitch that is preventing him from spawning. The only time I've seen an Exile gang in a vastly different neighborhood was back in beta, when I saw a bunch of Blackwoods in Park East. They're long gone now.
Edit: Wait, I just remembered that there are Blackwoods in Lemone. Hmm. Still, I find the Furies in southern Apollyon to be a bit odd. Has anyone found Party Boy Floyd?

Exactly. And as far as I know, she's the only gang boss that appears twice.
I'd also like to point out something. We know that before the gang reflow, Exile gangs had nine types of members (not including the boss). The types of members that the Five Points had were: Wannabe, Talker, Walker, Player, Maker, Taker, Partier, Brother, and Magister.
I looked all over Apollyon before the gang reflow and I never saw Partiers, Brothers, or Magisters. Like their boss, they were apparently missing. They're in the game now since the reflow eliminated most of the earlier gang member types. But I still haven't seen Party Boy Floyd. Something certainly seems wrong.

Are the 5 Points the only gang with member loss?
I wouldn't care much about it, but their description texts offer more backstory for the neighborhood underground organizations.
And yes, the district reflow in Richland definetely failed. Lots of evading mobs in the roads, some stuck in the ground. While the new mood are a kinda ludicrous, that's actually tolerable. Especially if they've deleted gang member types, they definetely have to spend a little time for another Richland revamp when there's nothing to do at the moment.

Not sure. I remember that the Dog Pound in Lamar was missing its boss until recently.

I never said the reflow failed. The deleted gang members are a normal part of the reflow, not a glitch.

Well, then... I say it failed. OK, I'm referring to the evading mobs on the streets and other bugs like that.
If the deletetion of gang members was intendet, so it will be. The only question that bugs me if any interesting information about those gang members got lost together with their deletion. I don't think so, but it's always good to ask

I'll go hunt down those coordinates and add him to the map soon, but my FTP client has been acting pathetic lately, so I can't guarantee the map will be able to be uploaded properly any time soon.

I've added him to my own copy of the Richland Exile Map, but as expected, the FTP upload isn't going well. It may be a while before it's available on the site.
They're all there. If you don't see them at the supposed locations, just kill all gang members around the place. A short time after that, the full group including the boss appears.

Just a dumb question, do these bosses drop anything good, or is their only purpose story-based?
Besides the bosses identified to drop access key, the others doesn't drop anything 'good' per se, but enhanced items from time to time, the known weapon and cloth interfaces, and sometimes a good wad of info, very useful if you're a low level and need to gather it for upgrades without leveling.

He appears at Stratford (80, 13, 995) and Industry (-200, 215, 924). The handle tag is the same on both: Lt. Morales.

The coords for Tisiphone's clone at Apollyon are x = 294; y = 1; z = -1,757
The clone is not far from the SE HL.
