does anyone noe if its possible to relearn your skill points like belief and vitality? Like I want to change to martial arts from spy. Also I was wondering what stats are good for MA.

Yes you can change your stats by using the Stat Hack, which resets your stats to what they were when you were level 1 so you can spend them on other stats. If you don't already have it go to your organisations archivist to do a mission which you must complete to get one. Focus and Belief are the stats for a MA.
Firstly, find an Archivist Broker, they can be found in Midian East (Machine) Appolyn (Merovingian), and I'm not sure where the other one is. They appear as a book on the Map (M). Find the one relevent to your organisation, and go into the building. Go to the Archivist Vendor behind the counter.
The Archivist Brokers will let you buy a Restat PDA or something, which you can activate to get a mission. Once you complete the mission, you will be given a Stat Hack by Seraph, use this item to reset your stats to 0, and add all the points in again. The Restat PDA that you buy costs $i 10,000. You can do this as many times as you like.

this doesnt matter you can still buy it from any of the vendors regardless of org

also it would help a lot if you brought a higher level on this missions as the NPC will kill the dude your transporting cause he is level 1 and you have to move him 15000+ meters (aka the suck)

No point. I did it with a level 10. It's not hard at all. Just takes a while. 15km isn't even that far.
The first RSI hack reset all attributes to 0. It would have been nice if SOE implemented that feature instead of reseting attributes to their base value.
