Hey I just started im lvl 7 and wondering where i should get clothing appopriate to my lvl, buffed would be nice, thanks

You can only get buffed clothing by:

- Looting NPCs

- Trading with other players

- Buying them in the Marketplace

You don't say what discipline your doing because different buffs are suitable for different disciplines. If you want something specific ask other players if they have it and make a trade or search the marketplace because you will be lucky to get what you want by looting because its completely random.
