i have noticed there are seemingly unexplainable caps on my bonuses... like combat tactics being level 40. it seems any clothing i wear with dmg resists dont raise melee and ranged dmg resistance over that 40... is it a level/cap issue?? also i was told i cannot wear 3 pieces of clothing that buff an ability.. ie. perception. so the plus 3, plus 9 and plus 7 were capping at plus 14 total. hence, i removed the plus 3 gloves. still i was capped at plus 14 bonus to my perception. is there any rhyme or reason to this capping im seeing?? a basic rule im missing perhaps? i think there are other caps i see in game that i cant remember now, but these 2 alarm me the most.
why clothing bonuses cap on attributes?

Strange, mine seems to cap at level 17. Even though, however, the bonus does NOT turn yellow like it's supposed to when something is capped. I don't even see why it caps at 17. I'm not able to get a good perception now because of me not knowing what the attributes did exactly, and getting misinformation from several sources about them. So, I have more focus than perception even though I could easily have a LOT of perception, but my perception bonus is stuck at 17 or below.

i've heard it as common knowledge (plz don't ask who said it or why tis common knowledge lol) that clothing attribute bonuses cap at 17. in addition, other caps, like to toughness, come into play according to yr level. the ability "combat toughness" has a max PDR bonus of 40 (since u can only lvl it to 40) but u should be able to use clothes or attributes to push yr toughness to 50, which i believe is the hard cap.
so basically im level 42 now, when should i expect to see this cap raise up to 17?? at level 50?? i have heard the 17 max also, but i wish there was a source to get the real story on this stuff.
