I am not sure, if I understood you well - if yes, then is no download necessary, "regedit.exe" is "Windows Registry" and can be started directly from 'Command Prompt' by typing simply "regedit", or over "Start!" and then 'Run' menu, also type "regedit". Thereafter you can modify this Registry Key. I would save the old reg key (export), when something fail, you can import the saved "*.reg" key back and everything is like before the modification.
