Storing information for larger programs so they have more focus on more important things. Like the ultimate secretary or something.

I always thought he quit because he was tired of seeing other programs deleted like *snaps fingers* that. He used to have a "heart", although he doesn't outright wear it on his sleeves today.

The Merov is a self-described "trafficker of information."

Most likely this is a reference to some sort of communications protocol, which would also explain why he is in control of the majority of the exiles - with the ability to transfer Machines from the Real (where they would be doomed on deletion command), he could provide some degree of protection in exchange for valuables or servitude (a la 'serfdom').

All theory-craft, of course.

Who's to say he quit?  Perhaps he was simply...reassigned.  It is possible for an Exile to still have a purpose that serves the system--even if the system still views him or her as an Exile.  Just look at the One; even though the One is a human, the idea is the same.  A being that is attacked by the system, yet is necessary to ensure the stability of that same system.
