Elite Guards?

I was running solo missions this morning and I kept encountering these level 30 elite guards. I've hit them a couple times before in the previous weeks, but they were there on every mission this morning. I finally made level 27, so I can actually kill them now, but when I was level 26 I couldn't even hit them.

Anyone else running into these guys?

There is some mission bug (or maybe how they intend it, which i doubt) where around the lvl 35 mark you encounter lvl 30 guards.....

You will always get elite guards in missions, soon you will even get creatures called nightmares SMILEY

Ive never tried merv, but the logic is you wont encounter exlies in missions for merv....
