The devs could go the City of Heroes route and create a dedicated
archive for PvPing. Unlike the current ones, it would be open to
any level and when you entered, your character would automatically be
bumped to level 50. It wouldn't add abilities, but the abilities
the characters did have loaded would be treated as being at 50.
When you jack out of the archive, all your levels go back to normal.
Obviously, a true 50 still has a big advantage over a temp 50, but at
least anyone could be involved and combats could balanced in other
ways.
It's a thought anyway.
