That would be because the devs decided that getting bits out of created items was "unbalancing" and limited everyone to only getting bits from loot and decompiled loot. Thereby removing the only "resource gathering" mechanism in game that allowed for realistic bit aquisition. Check the coder boards for my thoughs on it, unfortunately the devs either did not see it, did not agree, or simply don't care and are going to do things however they see fit (I'm guessing the latter personally given the tone of the last dev update on DN1).
