i love this idea i pretty much have the same one but instead of creating a new tree just give encryption/decryption a function rather than being a useless slot, you could have 2 tools a decryption tool to remove the upgrade and an encryption tool to add the upgrade to items,and they could make like blue or purple upgrade frags that way you can store good upgrades you want and apply the to the items you want at a later time or to add to peoples items for a fee or trade them to fellow coders or put them up on the marketplace(*cough*needs to be upgraded*cough*). although i don't think collectors or archive boss items should be decryptable(i think it should be obvious when your wearing those items),but hangout bosses have scaling drops so i think they should be decryptable,and i think that the up grades must stay on the same item type(ie only revolver upgrades can go on a revolver) or the system would become highly unbalanced(the devs had a similar problem during beta),and you should only be able to upgrade an item once and it should destroy any upgrades that were already present(your replacing one upgrade frag with another),one thing I'm not sure about is if the decrypted item should be able to be re-incryptable or not(feedback anyone?)
also i think decrypting an item should highly destabilize it but not destroy it unless it was already pretty unstable(your ripping the upgrade from the item actually harms the item).and of course i think this ability should go from level 1-50 and like coding have chances to fail and loose the upgrade frag(maybe signal boosters could affect this aswell?)
