While there is a problem with overpopulating, and while I personally had more enjoyment with the Regression instance, I really don't think what you're suggesting is practical or possible. I think what should have been done is since Method Iterator and Regression were the most populous servers, they should not have been merged together. Method should have been merged with the two smallest as far as active population.
Hindsight is 20/20 tho. Honestly at this junction it's a pretty difficult problem, which really can't be solved other than adding more servers to the Recursion instance. Cmon they're running IBM systems (more than likely blades) so all they should have to do is load balance another server, or simply add more blades. Problem solved, assuming they have the sys-admin knowhow to pull it off seamlessly (sorry for the jab but after all the problems, I have little faith in SOE's technical abilities).
