I've been getting this sort of behavior all the time with normal mobs,
ever since I started the game (about a month ago). I think the game has
some sort of fallback mechanism to keep you from ganking NPCs that're
stuck in a wall or something. If you ever run into an NPC that *is*
stuck in a wall, he'll have this perma-evade thing going on.
Now before the patch, I used to occasionally get NPCs that would "get
confused" toward the end of a fight and trigger the insta-heal
perma-evade thing and run back to their spawn point. Don't know if it's
a lag issue, or if there's only a certain range outside their spawn
point they're comfortable fighting in, or what, but it was only an
occasional problem. *Since* the patch, the problem seems to be much
more frequent. When I was in Yuki earlier, every other NPC I
fought would do this, effectively making me kill each of them twice.
