If you really want to avoid going into Westview then just cancel your mission and ask for it again. Roughly ten times doing this, you'll be given something more local to you. Just be careful not to accidentally cancel it again

I have trouble with them too. I find using Kung Fu, Precise Blow and Calm Mind work well together to beat them. Don't bother with ranged attacks unless you have a gunfighting speciality because they dodge *really* well. Cheap Shot and Iron...
